Referrals are accepted from the Department of Social Services, Court Services Units, Mental Health Agencies and other CSBs, and private families throughout the Commonwealth of Virginia.

Prospective clients are interviewed following the completion and submission of an admission application.

Interviews are conducted by designated program staff and must include a representative from the placing agency or legal guardian and the child being referred.

All admission decisions are made on the basis of the program's ability to benefit the referred child without regard to race, creed, ethnic origin, religious affiliation or sexual orientation.
